Remove / Greatly reduce Enemy Damage reduction

Enemy Damage reduction in Factions PVP, to defend raids, or hold a raid, is an action killer.
With Enemy Damage Reduction, most potential raids are waited until there is nobody online.
These damage reductions reduce the amount of skill required to pvp substantially when defending one's base, making hits nearly useless at one point.

Removing these reductions would make online raids more prevalent and mainstream, as there are already rules in place to prevent early patching mid raid, why not embrace online raids and remove the reduction?
